African Creative Goods & Services, a Call for Proposals

In association with one of its funding partners, Africalia, Arterial Network hereby calls for applications for support for projects that decentralise access to African creative goods and service.

By “decentralisation”, is meant:

a. Touring products or disseminating creative goods and services beyond the major centres of a particular country to second cities or rural areas;

b. Touring creative products or disseminating goods and services from one country to another country or to a number of countries i.e. building regional markets, which at the same time facilitates exchange and/or collaboration between different artists;

c. Providing access to the arts to people, communities or marginalised groups who may not traditionally have access to these.

Essentially, it’s about building new audiences or markets on the one hand, and on the other, realising Article 27 of the Universal Declaration of Human Rights that affirms the right of everyone to participate in, and have access to the arts.

The maximum grant will be in the region of 12 000 Euros and should be regarded not as the sole support for the project, but to catalyse further funding if required. The project must be completed by 30 November 2011, although, hopefully, it will leave a legacy beyond that time.

We will seek to ensure that there is at least one project per African region, but ultimately, the best projects – those that most show the potential to realise the manifold aims – will be selected.

Only registered members of Arterial Network may apply.

Applicants should include:

a. An outline of the project;

b. An indication of how it will meet the aims of decentralisation outlined above;

c. The location/s of the project;

d. The time framework in which the project will be initiated and end;

e. The projected legacy of the project;

f. The leaders/organisers/facilitators of the project and their experience in this regard (provide copies of their CVs);

g. A motivation for how the project will realise the aims of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the AU’s Plan of Action on Cultural Industries, in building regional/national markets for creative goods and services and/or how it will realise the human rights goal to make the arts accessible to those who do not generally have access to the arts;

h. An indication of the date when they registered as members of Arterial Network;

i. Any other information deemed relevant to the application.

 Appel pour des projets de décentralisation

En association avec l’un de ses partenaires financiers, Africalia, « Réseau Artériel » lance un appel de candidatures pour soutenir des projets décentralisant l’accès des produits et services de création africains.

Par « décentralisation » on entend :

a. Faire circuler les produits ou disséminer les biens et services de création au-delà des principaux centres d’un pays, en particulier vers des villes secondaires ou des zones rurales;
b. Faire circuler les produits de création ou disséminer les biens et services d’un pays à l’autre, par exemple, créer des marchés régionaux, qui en même temps peuvent favoriser les échanges et/ou collaborations entre différents artistes;
c. Favoriser l’accès aux arts à des gens, des communautés ou des groupes marginalisés qui traditionnellement n’y ont pas accès.

Il s’agit essentiellement de créer de nouvelles audiences et de nouveaux marchés d’une part et d’autre part de répondre à l’article 27 de la Déclaration Universelle des Droits de l’Homme qui affirme le droit à chacun de participer et d’avoir accès aux arts.

La subvention maximale se chiffrera à environ 12'000 euros et devrait être vue non comme le seul soutien au projet, mais comme un catalyseur pour des subventions futures si nécessaire. Le projet doit être achevé le 30 novembre 2011, en espérant que sa contribution ait une incidence au-delà de cette date.

Nous essayerons de choisir un projet par région africaine, mais en fin de compte ce sont les meilleurs projets qui seront sélectionnés - ceux qui sauront montrer le meilleur potentiel pour satisfaire aux multiples objectifs.

Seuls les membres de « Réseau Artériel » peuvent poser leur candidature.

Les candidats doivent inclure:

a. un résumé de leur projet;

b. une description de comment ils entendent atteindre le but de décentralisation cité ci-dessus;

c. lieu/x du projet;

d. le délai cadre du début et de la fin du projet;

e. une prévision de la contribution future du projet;

f. les noms des leaders/organisateurs/animateurs du projet et leurs expériences dans le domaine (fournir copies de CV);

g. Une lettre de motivation expliquant comment le projet répondra aux objectifs de la Convention de l’UNESCO sur la Protection et la Promotion de la Diversité des Expressions Culturelles et du plan d’action de l’Union africaine pour le développement des industries culturelles; comment il contribuera à créer des marchés régionaux/nationaux pour les biens et services de création et /ou comment il atteindra l’objectif des Droits de l’Homme de rendre les arts accessibles à ceux qui n’y ont généralement pas accès;

h. Une indication de la date à laquelle ils ont adhéré au « Réseau Artériel »;

i. Tout autre information utile à leurs candidatures.
